Helene Roche is the Director of Corporate Governance and Procurement Oversight with the Secretary General’s office of the National Research Council of Canada. In this role Helene is responsible for fostering good governance practices and ensuring organizational integrity and effectiveness at the NRC, as well as supporting the Procurement Oversight Board in delivering on their mandate.
Previously she worked at the NRC Construction Research Centre, as an Evaluation Officer and Project Manager for 18 years with the Canadian Construction Materials Centre (CCMC), where she provided code compliance evaluation of construction products to assist municipal and provincial regulators, and served as secretary to the Canadian Commission on Construction Materials Evaluations (CCCME). Recently, Helene contributed to the transformation of the 70+ year code development system, supporting an oversight transition team and provincial/territorial working groups to validate a new governance model, initiate strategic priority-setting for the 2030 code cycle, and develop agile operating procedures, in an effort to harmonize codes and reduce barriers to trade. Prior to joining the NRC, Helene worked for more than 15 years as a Building Science Engineer with various Consulting Engineering firms in both Ottawa and Vancouver. A professional engineer in the province of Ontario, Helene has a degree in Building Engineering from Concordia University and a Civil Engineering Technology Diploma from Loyalist College.
